After restart ignored windows are always tiled, then ignored. Is this expected?

Always when yabai restarts or I restart my computer, yabai first tiles everything and the ignores the apps I set to manage=off. Is there a way to avoid that behavior?

This is my config:

You basically want to run yabai -m rule --apply directly after disabling specific apps and before setting the config layout.
