--markdown-links is new. Does that mean that future release notes will be different?

The default is value for --markdown-links is false, I think it was implicitly true previously

From what I can tell, the formatting for the release notes will be the same, as long as we keep this flag. See https://github.com/kubernetes-csi/external-snapshotter/pull/656/files for an example of release notes with this flag.
