support per-controller leader election

It's been pointed out that per-controller leader election can be very useful, since it allows you to safely migrate controllers across binaries.

Hi, i would like to try to implement this.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
