feat(bbr): add configuration flags for metrics auth and secure serving

add configurability to two previously hardcoded security features in the BBR component, bringing it into parity with the EPP which already has these same configuration flags.

Added `--metrics-endpoint-auth` and `--secure-serving` flags to BBR for consistency with EPP. Both default to `true` for secure-by-default behavior.
