Code coverage visualization using CodeCov

We now generate code coverage data (see #105)

https://about.codecov.io/ can help us visualize this and also set up workflows. We were using that in Knative community.

Need to check:

• Is it allowed in Kubernetes community?
• If so, how to enable it?
• Are we there yet to set up a minimum code coverage check in the CI?

Custom Kubernetes tool (https://github.com/kubernetes/test-infra/tree/master/gopherage) for:

• Merging coverage files
• Filtering generated code
• Generating HTML/JUnit reports
• Comparing coverage diffs
  Can explore more about this one to see if this met our req here.
