Investigate using nginx-rust library as a replacement for lua/openrusty

This issue is tracking community questions around using the nginx library ngx-rust as a replacement for lua/openrusty

There are many pieces of functionality tied to the lua/openrusty library. This ties ingress-nginx to a specific version of nginx that openrusty libraries support.

We have had a plethora of asks to upgrade our version of nginx to a supported/modern version; we currently are at 1.21.

Moving to ngx-rust will offer the ability to do so but with great cost and effort, so we are asking the community for feedback.

For clarity we are waiting on this PR to be merged in order to start doing a POC

1 point over #9950; Rust is faster and more robust, and it'll result in more predictable memory usage, which could all be extra points for safety and reliability for nginx

ngx-rust is not really being evolved at this point. Instead, we are considering using njs for replacing some trivial parts (certificates, etc) that are being activelly developed.
