With a stable 8.1, we can revert back to the sury repo to ensure consistency in the PHP build versions and ability to enable/disable extensions. Signed-off-by: Matthew Weier O'Phinney <[email protected]>

Merging, but not yet releasing - I have a plan for building swoole separately from the container so we can just pull it in, and will be sending a PR for that shortly. |

Infrastructure remains so that we can switch to the PHP Builder again later, should we choose to do so.
