Update BIP324 test vectors #2
Description
The BIP324 test vectors in the packet_encoding_test_vectors.csv file have been updated in the BIP, see bitcoin/bips#2016. This file is also present in this repo, so it should be updated.
The previous test vectors were not incorrect, but they didn't cover all the cases that they were intended to.
