refactor: improve dynamic RDAP DNS data

Summary

The current approach is depending on GitHub workflow, which requires users to keep Uptime Kuma up-to-date. It may be a big problem when we will bump the version to 3, because not everyone are able to upgrade to 3 due to breaking changes.

Manual test seems fine, will add auto test if possible later.
