Add routes.yaml {all} option for route templates.

Purpose of this pull request

• Document the {all} route template option for the routes.yaml file which simplifies route configuration for Magento Commerce projects with multiple domains.
• Update route configuration instructions to account for self-service enablement of route configuration options.
  • Remove requirement to submit a support ticket to change route configuration on Pro Staging and Production environments.
  • Add a note to assist customers with older projects that do not have self-service configuration options enabled.

• Updated the route configuration documentation to indicate that customers can update route configuration using the routes.yaml file on Pro Integration, Staging, and Production environments. Previously, customers had to submit a support ticket to update route configuration on Pro Staging and Production environments.
