Purpose of this pull request
This pull request (PR) adds a deprecation notice about the Web Setup Wizard in most places where it's mentioned.
I didn't add it to places that reference the Web Setup Wizard as part of the path to a menu in the Admin panel.
I may have gone a little overboard in the places where I added the note, but since this is such an important message, I thought it would be best to over-communicate.
