Malaysian (Malaysia) missing from locale list

Preconditions

1. Magento 2.2.3
2. PHP 7.1.11
3. intl extension 1.1.0
4. ICU version 57.1

Steps to reproduce

1. Go to Store Configuration page
2. Change locale to Malaysian (Malaysia)
3. It's not there!

Expected result

1. Malaysian (Malaysia) is on the list of locales

Actual result

1. It's not

Magento\Framework\Locale\Config has the code ms_Latn_MY for Malaysian (Malaysia) but \ResourceBundle::getLocales() returns ms_MY in Magento\Framework\Locale\TranslatedLists::_getOptionLocales() probably Config should be updated to support either code.
