[Adobe Payment Services] Can not checkout with paypal smart button on minicart or shopping cart page

Preconditions and environment

Hi Team

We have an issue when install Adobe Payment Service (latest version) on Magento open source version 2.4.6-p13.
This happen when we enable Paypal Smart Button on minicart and shopping cart page. It's working on checkout page.
When click to Paypal button on minicart and shopping cart page then login with our paypal buyer account => the message appear that:
"ABC Store doesn't send to this location. Please use a different address."
That only happen with Paypal smart button on minicart and shopping cart page. We use the same paypal buyer on checkout page but there is no issue with that.

Steps to reproduce

1. Install Adobe Payment Services (latest version) on Magento 2.4.6-p13
2. Setup Adobe payment services and enable Paypal Smart Button for both minicart + shopping cart + checkout page
3. On storefront, go to add product to cart then go to minicart or shopping cart => then click to Paypal button => login with paypal buyer => the message error message appear above the addresses: "ABC Store doesn't send to this location. Please use a different address."

Expected result

There is no message appear on paypal popup and can place paypal order success

Actual result

There is a error message appear on paypal popup and can NOT place paypal order success
