Custom Options removed / invisible in backend. Still appearing in frontend product view. Magento 2.0.9

Preconditions

1. Magento 2.0.9
2. PHP Version 5.6.24

Steps to reproduce

1. Upgrade to 2.0.9
2. Go to custom options tab for any product which has custom options associated
3. Custom options are missing

Expected result

1. Custom options should appear and be editable.

Actual result

1. Custom options are missing, un-editable and we are unable to add new options.

Error message below appears in google chrome inspect console:

Uncaught ReferenceError: rowTmpl is not defined custom-options-js.14

Unfortunately, I could not reproduce the issue as you described it.
Please, upgrade Magento and check this issue on the latest Magento 2.1.x version.
