The dev/shell/install.php script referenced by @buskamuza in #668 (comment) does no longer exist.
Searching for a file with the name install.php turns up no results. Is there an alternative?

You should use index.php from setup folder
...
cd setup
php -f ./index.php help
...

For getting help use

$ php index.php help install
