We should reap kicked users from the membership list (SYN-9) #1203
Description
As I understand it, when we kick someone from a room by moving their membership state to leave (or if they leave a room), they persist in the membership list in state 'leave'. This presumably causes the membership list to leak in size, wasting bandwidth and memory.
