Maybe you should precise the rule: "Integration team do not prioritize all issues at the same level and has some tiers (see this guide)"
And then, saying it's a template: "You can use the following template:"

Because the rest of the guide does not have the same format 😊

I changed a little bit the design of the guide to make it more transparent for the team what is a message template is and what a rule/guide.
