Send email when indexing fails

We should consider emailing authors when an automated indexing of their module fails. That's assuming we can give them a helpful error message. Probably what we should do before we even consider that is send an email notification to some of the MetaCPAN admins when indexing fails. Would be nice to fix some of these issues before they get reported to us.

Let's not move this to the wish list. I think it's something we really need to do.

@rose I think we can use https://metacpan.org/pod/Email::Sender::Manual::QuickStart for this. It's very easy to test: https://metacpan.org/pod/Email::Sender::Manual::QuickStart#Testing We should add this is a command line flag for the indexer which defaults to off. (We can turn it on in the cron). We don't want to email authors a bunch of times when we're re-indexing stuff manually.

@rose this should be really straightforward. I think it's also a good one to prioritize. We may need to blacklist some PAUSE ids for people who just don't want the emails. This could be as reading a text file or even just hardcoding the IDs in the script to start with. No need for a lot of fancy work around a feature that (hopefully) very few people will complain about.

@oalders do we still get many modules failing to index? - e.g. can we close this?

Without easily being able to check the logs, it's hard to say, but I do end up indexing a fair amount of stuff manually. Probably rather than an email, we should have some kind of view on the queue that would show us what's going on. That's easy enough. We could leave this open or open a new ticket for that if we feel we need it. Maybe we could discuss in Lyon.
