Fix nuget references in Demo.DeviceMonitor, replace with PackageReferences

Currently Demo.DeviceMonitor is referencing the Splat and Reactive nuget packages, but they are referenced one folder up from where they should be. Another nice thing to do is to remove packages.config in favor of PackageReferences.
