Patch release, a fortnight of fixes: popups now position on the screen containing their anchor point (#21750) — which for a multi-monitor tool is the interesting one — plus custom hit-test, Grid, ComboBox, ListBox and TextBox corrections. It also adds ToolTip.ShouldUseOverlayLayer (#21830), which renders a tooltip inside its parent window instead of a top-level of its own. That is the knob missing when LittleBigMouse's toolbar tips were swallowing clicks: the OS routes a click to the tip's own window before Avalonia can hit-test inside it, and there is no such window in the overlay layer. Not used yet — this commit only makes it reachable. Avalonia.Controls.DataGrid stays at 12.1.0: it publishes on its own cadence and has no 12.1.1, and it asks for Avalonia >= 12.1.0, which 12.1.1 meets.
