Repro Steps:

1. Open Power Toys Settings App.
2. Navigate to 'Fancy Zones' menu item and activate it. 'Fancy Zone' pane will open.
3. Navigate to 'Launch Zone Editor' button and activate it. 'Choose your layout for this desktop' window will open.
4. Naviagte to '+/-' buttons and verify the tooltip defined for these controls.
5. Observe the issue.

Actual Result:
'Tooltips are not defined for '+/-' buttons present in the 'Choose your layout for this desktop' window.

Expected Result:
'Tooltips should be defined for '+/-' buttons present in the 'Choose your layout for this desktop' window so that when user navigates to it, he/she gets some info to get the purpose of the control.
