Depending on the solution to #9366 we might not want to expose this just yet. But it would be useful for writing a lint rule where the type of a signature shouldn't be specified when it can be inferred.
Also introduced the ContextualSignatureNode type to clarify the code surrounding this and remove unnecessary assertions.
