[Rewriter] Pass match result to conditional function

Given the match result object, the conditional function of the rewrite rule can single out a match if the user intends to avoid a replacement for specific nodes.

This seems to be a todo located at try_rewrite function of RewriteRule.
Creating a PR corresponding to this issue.
