[Feature]: Implement overriding download behavior for WebDriver BiDi

[Firefox (Nightly, build 149)](https://bugzilla.mozilla.org/show_bug.cgi?id=1989022) now supports the "browser.setDownloadBehavior" WebDriverBiDi command, so it can be used to override download behavior with WebDriver BiDi. Chrome should also support this command already.
