Add telemetry to record depends on relationships

This will help us gather telemetry on the number of package dependency relationships that are being produced during SBOM generation. This was recently affected by #1101 , so this will help us keep track of the effects of the bug fix.

The relevant information (NumberOfRelationships and NumberOfDependsOnRelationships) is being added to the AdditionalResults part of the telemetry object so that it can be easily ingested into Kusto.
