MCP server: Post deployment experience

After MCP server deployment completes (customers would use the existing Azure Functions: Deploy to Function app command for this - see issue and issue), show a rendered markdown that has post deployment steps. Specifically, how agents in Foundry can be configured to use the deployed MCP server and how to publish the server to Azure API Center. Since most servers need to be discoverable and be used by agents, these configuration instructions would be useful for customers as the next step.
