Fix regressions starting from 3.8.1

1. 3.8.1 has an engine bump, so it should have been a new major version instead due to that breaking change.
2. Logging in with 3.8.1 results in the warning "Failed to open credential store. Falling back to storing secrets clear-text".

Verification steps:

1. Confirm that package.json has engine set to >= 20 instead of >= 22.
