No top-level JSDoc syntax highlighting in script tags #135417

Syntax highlighting for JSDoc works fine in standalone javascript files, but are just gray when used at the top level of script tags.
Example html:

/** @type {number} */
const a = 3;
function f() {
/** @type {number} */
const b = 3;

</body>
