• improve rendering for stack traces produced by jupyter #195578

• Stack trace links cannot be opened with remote VSCode vscode-jupyter#13212
• ~ links and relative links don't work in Remote filepath links with '~' expand $USER instead of $HOME #190770
• IW error callstack links are off by one line with IPython7 vscode-jupyter#11002
