Terminal must not depend on `IInlineChatSessionProvider` et al

The IInlineChatSessionProvider interface and service is for editor inline chat and are unrelated to terminal inline chat. Using the inline chat API to check if there is a terminal land is wrong, e.g here and should be clean-up quickly because all these things will go away
