Based on a suggestion by @ChrisDenton, I've made more of the
HSTRINGmethodsconst. In theory I could apply the same technique toBSTRif desired. I'm reluctant to mess withPCWSTRand friends as they're used in more unorthodox ways.Fixes: #2049
