Rollover time issues #192
Description
Think carefully about time rollover - the issue of where nexttime=millis+xx and either nexttime rolls over in which case millis > nexttime and opp repeats, OR nexttime is just below maxint and millis rolls over in which case nexttime is never < millis.
Note - reframing problem above precisely is first part of this issue !
