Blast radius template not functional in chat card

Describe the bug
The Blast quality radius template in chat card is not functional. Clicking it does not bring up the template (actually clicking the template button in the chat card does nothing). No errors in console.

To Reproduce
Give a weapon with the Blast quality to an actor, use it in combat, done.
