Makes the
set_keysprecompile interface consistent with the extrinsic changes in #1535 . Thanks for reporting @eshaben !set_keysprecompile interface fromset_keys(bytes32,bytes32)toset_keys(bytes). As a result, the precompile selector changes. Tests do not require any changes.
