This repo is too under-maintained for this to be appropriate. PRs/issues sitting for 45+ days is normal, unfortunately. This is just alienating contributors.

Definitely dont want to be auto closing PRs due to the lack of maintainer activity reviewing PRs/applying persistent label.
Will result in more duplicate issues but that is better than what is happening now.
