Adds links to the Windows ARM VPN to the download page

The route added to guardian is not live yet so the download won't work. Awaiting this.

Notes

The Windows VPN only has a 64 bit download. We don't need to worry about 32 bit operating systems. See the live site: https://www.mozilla.org/en-CA/products/vpn/download/

• Checkout this PR
• Navigate to http://localhost:8000/en-CA/products/vpn/download/
• Ensure your HTML class does not contain "windows" and examine the card on the right ensuring it has an ARM and 64 bit download
• 64 bit should link to https://stage.guardian.nonprod.cloudops.mozgcp.net/r/vpn/download/windows
• ARM should link to https://stage.guardian.nonprod.cloudops.mozgcp.net/r/vpn/download/windows-arm
• Change your HTML class OS to windows
• Check that the visual layout looks alright
• 64 bit should link to https://stage.guardian.nonprod.cloudops.mozgcp.net/r/vpn/download/windows
