Update PostgreSQL version

We're currently running PostgreSQL 15, released in October 2022, and supported until November 2027.

We might want to take a look at updating the version (the latest is currently 18, released on September 2025).

The default version on Debian 13 (#4103) should be 17 at the moment.

I don't think this can be assigned to an external contributors, because part of migrating is actually deploying the new version.
