Can't download monolingual untranslated files from Pontoon

Trying to download a translation of a (new) component from Firefox for Android project and getting a 404. Tried some other files and they work.

Thanks for the report. When you currently downlad files from Pontoon, you are actually redirected to the repository file. When the monolingual file is fully untranslated, it doesn't exist in the repository yet, which is the case here, hence the 404.

@eemeli What are the steps to unblock #2755?

A short term fix would be to customize the failure page and instruct the translator to translate at least one string before trying to download the whole file. I will do that now to see if that's a workaround. I'll leave you folks to think about a long term fix.

An even better short term fix would be to just download the source file?

Indeed, I translated a couple of strings, and still get a 404. I assume there's some time before the translation is committed to a VCS and becomes downloadable.

What are the steps to unblock #2755?

Thus far it's been blocked by #3802, but now it "just" requires attempting to resolve it -- and probably finding out what else still needs to be done. It's on my todo list.
