Steps to reproduce

Steps:

1. Open this link to live example: (required)

Details
1.Turn on Narrator.
2.Enable Scan Mode in Narrator.
3.Open a dialog with bottom buttons, and wait for Narrator to finish reading the dialog content.
Issue: After reading the dialog, Narrator continues to read the main page content behind the modal dialog.

Current behavior

After reading the dialog, Narrator continues to read the main page content behind the modal dialog.

Expected behavior

When Narrator is active, it should only read all content inside the current dialog and not read elements behind the modal dialog.a
