Feature Description

Update default structure of projects created by fprime-bootstrap to include a top-level namespace

• Update project structure in cookiecutters CI #3991
• Updating fprime-bootstrap to add namespace folders fprime-community/fprime-bootstrap#21
• Update new component to catch top-level namespace fprime-tools#285
• Revise instructions for latest project structure fprime-community/fprime-tutorial-hello-world#56 Sanity check that tutorial text is still followable with the new cookiecutters prompt
• Update reference repos again... ?
