Take over cpphs ? #1664

@zliu41 @ndmitchell hlint is the most prominent user of cpphs on Stackage: https://www.stackage.org/nightly-2025-09-14/package/cpphs
Used by 3 packages in nightly-2025-09-14(full list with versions):
hlint, hse-cpp, HTF

I have (after contributions as hackage trustee) become the official maintainer after @MalcomWallace expressed that he would not like to maintain it anymore. However, I do not use cpphs anymore so I am not making a good maintainer and I would like to pass it to someone with more interest in the package.
The package is stable and only required cosmetic changes to stay compatible with the most recent GHCs.
