Create a guide for localnet + MPC note running in TEE setup

Background

In order be be able to easyly test the MPC TEE setup. We should be able to test using a localnet setup + 2 nodes running in TEE.

task:
Create an Internal guide + setup scripts / commands in order to be able to easily reproduce such a setup.

User Story

As MPC developer I would like to have a guide the explain how to create a testing setup local localnet

Acceptance Criteria

Guide (plus any additional information, scripts,etc..) is published on the MPC github. (this is an internal guide, it is ok to have it there?)
