[BUG] - "Test Conda Build" github action broken #2985

Describe the bug
#2977 and #2984 were both seeing the same error.
This github action last ran successfully in #2774 from November 2024, but the logs are expired.
Some new versions of conda build came out in Jan and Feb, and it appears some conda index functionality was deprecated. Conda index has been / is being separated out from conda build. Installing conda index separately and indexing the build fixed the issue.
