ci: minor tweaks for the compat build pipelines

This PR;

• adds an extra docker image pull step to pull remote images (because testcontainers cannot pull them when docker in docker),
• disables HTTP port for neo4j test containers, because wait policy for HTTP somehow did not succeed in time,
• removes OPTIONS clause when CDC is not supported in tests,
• removes status publishing for compat builds.
