add:

<PackageReference Include="Microsoft.AspNetCore.Identity.EntityFrameworkCore" Version="7.0.5" />
<PackageReference Include="Microsoft.Extensions.Identity.Core" Version="7.0.5" />

fixed:
state.User.Identity.IsAuthenticated instead of state.User.IsAuthenticated()

Great work man! I didn't even think of that option within the identity user itself, while I have used it many times!

I have no idea what's going on with CodeQL. Somehow it says it's failing to build, but I'll take a closer look at that later!
