Add m1 / Apple Silicon / aarch64-apple-darwin build

Steps to get this building on aarch64-apple-darwin:

• Get this building & tests passing
• Get cross-compilation dependencies running on aarch64-apple-darwin host, or replace them with tools that work
• Update scripts to support cross compilation targeting aarch64-apple-darwin (or more likely, support cross compilation of all other targets using aarch64-apple-darwin as the host)

atool needed to be manually compiled from source: https://www.nongnu.org/atool/

No issues though, just ./configure; make; make install

cargo-workspaces has some issues due to openssl. Until it is using the latest version with this patch it won't work on Apple Silicon. There is a chain of packages that need to be updated to do so, including git2 and cargo-index.

I've replaced it for now, as it didn't fully work as expected anyway.

Compiling with cross via qemu + docker is hitting numerous issues with segfaults etc. For now, we can have MacOS aarch64 and x86_64 builds run on an m1 macbook pro, and the rest of the builds run on x86_64 linux.
