Update nc-terraform-cloud-mgr and nc-app-config

The current version of nc-terraform-cloud-mgr and nc-app-config are now outdated.

terraform-cloud-mgr and app-config have updated code that:

• does not restart servers unnecessarily
• reduces volume sizes to 1GB

We either want to figure out how to

• backport these changes into the nc-* repos, or
• start fresh from the terraform-cloud-mgr/app-config template

It should be a relatively easy update because terraform-cloud-mgr/app-config are already configured for Net.Create.

Caveats

• Don't do this while there are active studies, just in case.
• Backup everything!!!
• Be careful updating existing droplets -- pm2 scripts have changed. It's probably cleanest to destroy any old droplets and start anew.
