Ensure NGINX restarts when changing the interface that a listener binds to #6305

By default, NGINX binds to all interfaces; eg listen 0.0.0.0:80 === listen 80
This request is to ensure NGINX restarts in scenarios where the interface is changed from listen 0.0.0.0:80 to a specific interface, or visea-versa
