[ALERTS] Sometime the top process list is not the good one

If a stat reach the CRITICAL_LOG threshold, top processes are added to the message. The final list can be the wrong one if the threshold go from CRITICAL to a lower alert and came back to CRITICAL.

The new behavior add an internal counter for all the processes.
