Are there any plans to include support for other encodings?

I tried extract text from file that uses Simplified Arabic, Encoding: Identity-H. 
Got nothing as a result which is not a surprise since this encoding is not listed.  
I have 2 questions:
a. Are there any plans to include support for other encodings?
b. Is it possible to generate an error, something like "File encoding is not supported"?
